They're very weak compared to modern Macs, they have no internal expansion options, they use proprietary SSDs (so you'd have to use adapters to upgrade it), the graphics cards are a joke, and they're no longer supported. I wouldn't pay that much for a low end 2013 Mac Pro. You wouldn't need more than the base 8GB of RAM, and if it's just for exploring the ecosystem a 256GB or 512GB drive is more than enough. like some have suggested, I'd rather pay more for a refurb Mac Mini M1 to get better performance and a machine with a much longer usable lifespan. No official OS updates, nine-year-old technology.
